Proration Not Happening When Product Purchased And Cancelled Within First Bill Cycle (Doc ID 2946028.1)

Symptoms

In Billing and Revenue Management (BRM 12.0 PS8), proration not applying when product purchased and cancelled within the first bill cycle.

Product created with following properties:

When Purchased mid-cycle: Prorate.
When Cancelled mid-cycle: Prorate.
When the Cycle changes : Prorate.

It is observed that, when customer purchased a product in a bill cycle, and cancel the product (with in a few days) in same bill cycle, Proration is not applied. 

Replication Steps:
1. Create an account [Bill Cycle: 01-Mar TO 01-Apr].
2. Monthly cycle forward(MRC) product purchased from beginning of first bill cycle i.e. 01-Mar [Product has MRC of 100$) .
3. Product terminated fffective 15-Mar, This action is expected to Prorate the MRC, but it is not prorating.
3. Account billed on 01-Apr, Bill is produced with 100$ MRC charge [Which is not expected since product is not active for the full month].
 
Current result : No proration applied for MRC product when cancelled in the middle of bill cycle

Expected result : Proration should apply.
