NullPointerException Occurs When No SP Active During Timeframe Of UT

On : 2.4.0.0.0 version, System Wide
NullPointerException occurs when no SP active during timeframe of UT
When a UT is processed and there is no SP active during timeframe of the UT a NullPointerException occurs and is logged. Batch job continues processing records and Batch Run Statistics reports 0 errors.

Environment has 2.4.0.0 March 2022 rollup installed.
This issue exists in 2.2.0.3 and 2.4.0.0. Since measurements are not available due to a SP not being active there is a low impact as the UT would have remained in issue detected anyway.
The example captured for SR has where the US is inactive in addition to the SP. Also seen examples in the past where a US is active and a SP is not active for UT timeframe.
