Duplicate SNR for the Same Policy Balance Impact after the Next Consecutive CCR Updates (Doc ID 2946410.1)

Symptoms

We are observing duplicate Spending-Status-Notification-Request (SNR) notifications for the same balance impact when it is being updated from -1 to -2. The second notification is triggered during mid-session process for the same balance impact.

EXPECTED BEHAVIOR

Expect only one SNR.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an account 
2. Start usage in zone 1
3 Used 500MB of RBUDLYZ12D daily bucket- 1st SNR Received
4. Without closing the session, consumed some more data with payg.  Received one more SNR.
5. Terminate the session.
