CSS Character Checking To Be Disabled In Siteminder Policy

Goal
There is a current exception to disable CSS character checking in Siteminder policy for this app to work. The description says vendor limitation.
I was not able to find any historic info, nor am I able to find any documentation in the product books. Can you please help determine if this exception is still required ?
Exception wording:
"Documaker Interactive is a vendor product, part of Oracle Documaker Enterprise Edition suite of products that is used by P&C Claims business unit to generate customized correspondence.
This application has an activex component which requires CSS character checking to be disabled in Siteminder policy. Normally Siteminder policy has CSS character checking enabled to prevent cross site scripting attacks and other related security vulnerabilities.
Due to vendor product limitation this CSS checking needs to be disabled. If not disabled, application does not function properly."
