Goal

According to NT 2023 - ICMS Monofasico, IRL is not able to process the XMLs that are being received, not generating the document in the IRL_DOC_HEADER.

Steps To Reproduce:

1.Create a XML to be imported through IRL.
2. Post XML into de FTP to be imported.
3. Check the XML being consumed.
4.Check the database with XML imported, there is no IRL_DOC_ID generated.
