Getting Errors Saving Allocations, FTP Processes, and Other Rules in OFSAA (Doc ID 2948557.1)

Symptoms

You cannot save any rules in PFT and FTP.  When trying to save an Allocation, the following error appears:

Allocation Rule Cannot Be Saved

The following error appears when trying to save an Adjustment Rule:

SaveAs Failed

And the following error exists in both the fsapps.log and ftpapp.log:

java.sql.SQLDataException: ORA-01438: value larger than specified precision allowed for this column

You do not understand what is causing these user interface errors.
