Goal

While upgrading Oracle Communications Billing and Revenue Management from version 12 Patchset 3 to Patchset 7, as part of the post-upgrade step procedure UPDATE_BILL_STATE is taking 9 hrs to update 12 million bills.

When looking at the Oracle Automatic Workload Reports (AWR)/Oracle Automatic Database Diagnostic Monitor (ADDM) reports they both show excessive hard parsing because of the use of literals in the code.
