Goal

Selecting OAM in the Authentication tab of the Unifier Configurator, without having OIM, disables the ability to create users in Unifier.

The two have separate sets of documentation and the customer didn't find any requirement that in order to use OAM they also have to have OIM installed.

The goal is to enable the ability to create users in Unifier.
