Pending Changes Icon Is Highlighted In Red Though There Are No Pending Changes (Doc ID 2949475.1)

Symptoms

Pending changes Icon is highlighted in red though there are no pending changes.

The issue can be reproduced at will with the following steps:
1. Login to Webclient
2. Create a new Part Item
3. Create a new ECO Change
4. Add the new Part Item as and Affected Item
5. Update the Part Item Rev to A
6. Release the new Item under the Workflow tab
7. Create a new Deviation
8. Add the same new Part Item created in step 2 as an affected Item
9. Release the new Item under the Workflow tab
  *Note: Deviation Affected Item tab has a Black Dot and the Item has a Red Square ("Has Active Changes") listed under the Has Pending Change Indicator.
10. Navigate to the new Part Item, Noticed that the Changes Tab has a Red Square Indicator
11. Click on the Changes tab, Pending Changes section is Blank.

  Change History shows the Deviation & ECO

Expecting the Changes tab to not have a Red Square Indicator because there are no pending changes
