Subscription Transfers Failed With "Bad Flist Ptr" in PCM_OP_MONITOR_HIERARCHY_CLEANUP (Doc ID 2949776.1)

Symptoms

Subscription transfer from Customer Center failed with PIN_ERR_BAD_ARG error. This error happened when PCM_OP_MONITOR_HIERARCHY_CLEANUP was trying to delete members from balance monitors (/group/sharing/monitor) during subscription transfer. The search just above this error returns the members of /group/sharing/monitor.

Steps to reproduce:

1. On Jan 1st, create parent account with 3 bal_grps and 3 services.
2. On Jan 1st, create child account with 2 bal_grps and 2 services.
3. On Jan 15th, do service transfer from child to parent account using PCM_OP_SUBSCRIPTION_SERVICE_BALGRP_TRANSFER opcode.
