Symptoms

Performance issue while Custom Flex Attributes(CFA) were included in the Retail Integration Bus(RIB) Item/Location Publish out of RMS .

This has created a performance problem with the RIB publish as the dynamic SQL created in CFA_API_SQL.BUILD_NAME_VALUE_PAIR that is used to process ITEM_LOC_CFA_EXT is not using bind variables and thus causing Oracle to evaluate every statement and causing excessive wait events including 'row cache mutex'.
