PFT Allocation Specification Screen "CommonSearch XML is not able to be saved in Application context" Error

Symptoms
On PFT 8.0.2 version, after migration from one server to another, the Allocation Specification screen is now showing errors:
ERROR
Error while loading the page.
CommonSearch XML file is not able to be saved in Application context
• Probable cause :
All the screens under Rule Specification are not working. No specific error is found in F12 debug or any of the Web Server logs.
The issue can be reproduced at will with the following steps:
1. Navigate: Profitability Management -> Rule Specification -> Allocation Specification
Changes
The database server was migrated, not the application server.
