Goal
When we channelize VC4 connectivity up to VC12, extra layer of VC4 is created and j value starts from 0 instead of 1.
Requirement is: For the Virtual connectivities like VC4, the J value will be 0 in UIM, but J=1 is ITU SDH standard. Wants the J value for VCs to start with 1.
J is one of the SDH channel identifier and is the AUG-1 index (from 1 to 1024).
For example: 3-0-0-0 is the address for a VC-4 channel in the third AUG-1 on an STM-4 facility, channelized above the TUG and TU signals.
