After upgrading production instance to OHF 8.2, customer encountered significant performance issues with wf_SIL_HCD_W_HCD_ENC_CHARGE_F.

EXPECTED BEHAVIOR

Expected the performance to be better or equal prior to the upgrade.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to OHF 8.2 on Prod environment.
2. Test the issue by running few workflows
3. Noticed significant performance deviations
