AML - ECM Batch Issues - Case assignment issue

Goal
We are running the AML ECM batch and found below issues.
1) Case Assignment task is running for more than 13hrs for the first time. Once I cancelled and re-execute it, it completed in less than 1 mins. This is happening every time the batch execute for first time.
2) Case Status is not getting updated and inside PMF instance, the status is not moving from Start to New status for some of the cases.
