When creating initial read with missing read condition and non-zero read, the final condition set is
REGULAR.
This causes issues when testing the scenario of
- Initial read is missing
- Succeeding read is missing and a value that violates threshold limit

Steps-

Create Subtractive Interval
1.Create initial read with read value = 20 read condition = MISSING
2.Verify the measurement created has final condition as REGULAR
