Bill Due Is Not Created Up to 2 Decimal Places

Goal
Qn1:
1) update the currency resource in pin_beid to round 4 decimal places for taxation.

2) create account and purchased subscription on 27 March 2023
3) move pvt to 2 April 2023 and did billing (bill time taxation is enabled)
4) tax calculation is done up to 4 decimal places.
5) Item for tax is generated with item_total up to 4 decimal places.
6) bill due is also up to 4 decimal places.
Expected result: bill due should be rounded to 2 decimal places.
Qn2:
After doing GL and reasoncodes config ( ref. https://docs.oracle.com/cd/E16754_01/doc.75/e16711/prc_plist_setup.htm#BRMPR297 ), one did not see any event created for epsilon rounding and no entry in journal_t.
Why there was no entry made or event created during billing as the epsilon rounding happened?
