Symptoms

Steps to reproduce :

Step 1 : Open any CS alert

Step 2 : Recommend for TRUE MATCH ( As part of 4-eye)

Step 3 : Again the same user able to enter in to alert and escalated it.

Issue Encountered :

User reported issue that Zipper should not allow the same analyst to pick up the alert as analyst 2 (4-eye) when they already worked this alert as analyst 1 (2-eye)
