Symptoms
ACTUAL BEHAVIOR
---------------
For Line accounts, auto rate change process does not exist, hence the account rate run date next date is stamped as 31 Dec 4000 (max) however when "Index/Margin Rate Change " transaction is posted on account, then Account rate run date next is also getting modified.
EXPECTED BEHAVIOR
-----------------------
Account rate run date next date should not be modified after posting "Index/Margin Rate Change" transaction and should be retained as 31 Dec 4000 (original prior posting transaction) on line of credit accounts.
STEPS

The issue can be reproduced at will with the following steps:
1. Select/Create any line account.
2. Post "Index/Margin Rate Change" transaction on line of credit account

Due to this issue, users having issue with line account when rate change transaction is posted.
