ECE Usage Fails for a SYSTEM Product (Doc ID 2956737.1)

Symptoms

Usage is failing on Elastic Charging Engine (ECE) rating for a customer having a SYSTEM usage Product.
Note that for Subscription usage Products, ECE rating is successful.


Steps to reproduce the issue:
1.Create two products one is SYSTEM Product and another one is Subscription Product.
2.Created an account with Subscription & System Products.
3.While processing usage for subscription product USAGE_TYPE(1101001) its working but while processing usage for SYETEM product USAGE_TYPE(2220001) its getting failed with reason "NO_RATING_GRAPH_CONFIGURED".
