Unable To Assign Child Provisioning Plan That Does Not Contain a DD Task (Doc ID 2957141.1)

Symptoms

Patch.34333054 (6.3.1 b587) addressed <Bug.31755181> that allowed orders without DD task when completing NEWTASK. The fix given, prevented the NEWTASK from being completed without assigning a DD task.

If there are multiple child plans with multiple NEWTASKs, before assigning a DD task, the above fix prevented users from completing the NEWTASK till the +4 last child plan is assigned.

he validation should allow the child plan to be assigned if it contains a DD task or a task based on NEWTASK, which will allow another child plan to be assigned. Under the current defined rules in 6.3.1.587, no order would ever be allowed to have more than one child plan, which was not the intention of the fix in Patch.34333054 (6.3.1 b587)

Changes

 The code has been modified and users would now be able to complete a NEWTASK if there is either a DD task or another open NEWTASK for the order.
