Slow Performance on Startup and Initial UI Login With Large External LDAP (Doc ID 2958031.1)

Goal

When using an external LDAP repository for user/group management, customers can experience slow performance (several minutes delay) when the managed server starts up and also when logging into the UI after a restart.  This is because OSM queries all users and the group relationship in both circumstances which results in a large number of LDAP queries.   This behavior is also duplicated on every node in the cluster which can generate an excessive load on the LDAP server itself.
