Missing Schema Tables After PDC BRM INTEG Upgrade From 11.1PS12 To BRM 12 PS8 (Doc ID 2958146.1)

Symptoms

On : 12.0.0.8.0 version, Transformation for PDC


User upgrading from PDC11.1 PS10 -> PDC11.1 PS12 -> PDC12 PS8

After the upgrade noticed that RRE/BRE engines are throwing below error.
  
Apart from XREF_RRE_TAXSELECTOR user noticed table was also not created in database XREF_RRE_TAX_EXEMPTION_CODE.

The issue can be reproduced at will with the following steps:
1. upgrade from PDC11.1 PS10 -> PDC11.1 PS12 -> PDC12 PS8
2. Start RRE and BRE
