Package Charge Not Applied After Subscriber Activation

Goal
After subscriber reconnection from SUSPENDED to ACTIVE state, the package charge was not applied upon reactivation.
Steps followed:
------------------
1. Create a customer with bill day on BillDay=1;
-> create_t=26-05-2023 -> by PCM_OP_CUST_COMMIT_CUSTOMER
2. Add a package to customer (it's a package with a lot of products and discounts).
-> create_t=26-05-2023 -> PCM_OP_CUST_COMMIT_CUSTOMER
3. PVT three days ahead-> pvt=29-05-2023
4. Inactivate the account
-> PCM_OP_CUST_SET_STATUS
5. PVT to next bill-day and run bill:
-> pvt=02-06-2023 01:00:00 -> PCM_OP_BILL_MAKE_BILL
6. PVT after some hours and activate the account:
-> pvt=02-06-2023 08:30:45 -> PCM_OP_CUST_SET_STATUS
-> here it can be seen an impact on one product with 0;
7. PVT to the next bill Day and run the bill:
-> pvt=02-07-2023
-> the tax is applied --> OK.
PROBLEM: in the interval: 02-06-2023 08:30:45 and 02-07-2023(next bill- point 7), the account was ACTIVE and the charge was not applied.
EXPECTATION: Charge has to be applied in the interval 02-06-2023 08:30:45 and 02-07-2023(next bill- point 7). Moreover, charge to be applied after account activation.
