Multiple SNR Generated During Change Bundle Creating Unnecessary Signaling/traffic (Doc ID 2961119.1)

Goal

Steps:
1. Create an account with NOMT-222 domestic bundle.
2. This bundle grants various balance which are linked with different offer profiles.
3. Start a usage session and do change bundle from NOMT-222 to NOMT-132
4. Since change bundle internally cancels old bundle and purchases new bundle, balances from NOMT-222 will expire and new balance will be granted by NOMT-132.
5. This is causing multiple SNR to trigger ("n" number), which are going to cnCP and cnCP is initiating a RAR for "n" number of time, hence a lot of signalling/traffic.
6. Is there any way to trigger only ONE consolidated SNR having all the policy details.

Please note : Multiple RARs to CNCP creates unnecessary signaling and risk for msg conflicts and race conditions on PGW
