OIPA Activities Process In UTC While Business Requires EST (Doc ID 2962309.1)

On : 11.3.0.26 version, Client Activity

ACTUAL BEHAVIOR
---------------
OIPA Activities Screen showing Dates in UTC.
In OIPA when the users process an Activity ex: approving a Policy or any Activity,
when the user clicks on Detail Tab after the Activity has been processed, the Date/Time timestamp of processing are in UTC.
The business requires the Timestamp to be in EST.


EXPECTED BEHAVIOR
-----------------------
Timezone should be customizable.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OIPA.
2. Locate a Policy/Client.
3. Click on the Activities and Process a Pending Activity.
4. Once processed, Review the Details Tab and notice the Date/Time timestamp of processing are in UTC.
