Unable To Export To Excel When Transaction Count is 0 (Doc ID 2962382.1)

Symptoms

on Platform 8073 :

Clicking on export when there is no records in the page shows
Invalid Page Request instead of downloading blank excel

1.Log on to AML/ECM UI
2.Navigate to Alert Management
3.Click on Export on a blank alert page where there no records
4.It must download a blank excel
 
Actual Behavior - It shows Invalid Page

Expected Behavior: Excel should be downloaded with no records in it.

Changes

 Post Fresh install of 8073 ML.
