Service_t.login Is Not Getting Synced To ECE From BRM During Service Creation

Symptoms
Customer is not able to see service login details in Elastic Charging Engine (ECE) Customer Cache.
Account and service created in BIlling and Revenue Management (BRM) via: PCM_OP_CUST_COMMIT_CUSTOMER opcode.
Expected behavior: login should be synced along with MSISDN(alias name) in ECE cache once it is created in BRM.
