Case Designer Failed With "fetch Failed" Error (Doc ID 2962783.1)

The Case Designer page is taking too long to load and until an error message saying "fetch failed" pops up. When that happens, when we go to the Case Type Definition page, the list of case types are blank and we cannot modify any case type.
