HTS Not Properly Formatted According To The Format Mask

Symptoms
After setting up the format mask with the following 'FMXXXX.XX.XX.XX"-"XXXX"-"XXXX', the ITEM HTS and ORDER HTS screens are not presenting the HTS formatting correctly.
The only screen that presents the HTS correctly is the CE DETAIL screen.
1) Setup HTS_FORMAT_MASK in HTS_IMPORT_COUNTRY_SETUP table with 'FMXXXX.XX.XX.XX"-"XXXX"-"XXXX'
2) Add an HTS entry in HTS table where the HTS CODE is 16 caracters long, for example: '111122334455556666'
3) In the ITEM HTS screen add the previous HTS to an item. Confirm the HTS is not presented like this: '1111.22.33.44-5555-6666'
4) In the ORDER HTS screen add the previous HTS to an item. Confirm the HTSis not presented like this: '1111.22.33.44-5555-6666'
5) For an existing Custom Entry Detail created against the previous order, confirm the HTS is presented like this: '1111.22.33.44-5555-6666'
