Rules Palette Reports 'Java.Lang.IllegalStateException:Delegate Driver Not Set' Message (Doc ID 2963355.1)

On : 11.3.1.18 / 11.3.1.20 version, Rules Palette

After upgrading to OIRP V11.3.1.18 & V11.3.1.20, users are encountering the following message when attempting to log-in to the Environment.

 - Logon Failed. Please Check Your Environment Information'

From the Message.log:

STEPS
-----------------------
1. Deploy OIPA V11.3.1.18 & V11.3.1.20.
2. Launch RP.
3. Create Environment.
4. Attempt to Login.
5. Workaround is to delete the Palette Environment, Clearing Cache and Create a New Environment.
