ACTUAL BEHAVIOR
---------------
The user does not a have the ability to control the Left Pane (Add Activity, Add Requirement, Add Comment) options using Config/Security.
The business requires a feature to control (show/hide) the left pane options (Add Activity, Add Requirement, Add Comment) using configuration/security.
Currently, Add Requirement always appears up even though the user does not use the functionality, resulting in poor user experience.
EXPECTED BEHAVIOR

The business should have the functionality to control (show/hide) left pane options (Add Activity, Add Requirement, Add Comment) through config/security.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OIPA.
2. Perform a Search for a Policy
3. Observe the left pane options.
