Error 'Unknown error, please contact your System Administrator' and/or Slow Performance When Loading the 'Projects' > 'Team Usage' Page (Doc ID 2963690.1)

Symptoms

While trying to load the Team Usage page under the Projects tab in P6 Web, either the page gets stuck on  the "Loading..." icon or the page fails to load with the following error:

Unknown error, please contact your System Administrator

The issue can be reproduced at will with the following steps:

1. In P6 Web, create a project that has Resource and Role Assignment data.
2. Publish the project (ensuring that the Publish Resource/Roles schedule service is enabled within the environment).
3. Open the project and browse to the Team Usage page.
4. Select the Entire date range radio button for the Display option.
5. The reported behavior occurs.
