ACTUAL BEHAVIOR

Users can open a document in Interactive WIPEDIT and submit the same document multiple times

EXPECTED BEHAVIOR
-----------------------
User shouldn't be able to submit again or maybe even 'unlock' a document that has already updated to a status in the 400 level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Interactive as a user that has full capabilities, so complete admin/security capabilities
2. Open a document in WIPEDIT.
3. Save that document but left it open in WIPEDIT.
4. Return to the ‘Home’ tab and the document was locked as it should be since it was still open in WIPEDIT, BUT because user has full rights, he was able to ‘Unlock’ the document while still open in WIPEDIT.
5. Then from the ‘Home’ screen user submitted that document. It went into Factory and continued through to batching status 416
6. But user was able to go back to the WIPEDIT screen that he had left open and the document was still there.
7. User did a ‘Save’ again and submitted it again and it attempts to push the document back through but gets an error
