Project Partially Added when Error Parsing XML File (Doc ID 2965957.1)

Symptoms

When attempting to import an XML with a parsing issue via P6 Web, the project is partially added and
the following error occurs in the Import log.

ERROR
Import Log: "Error in parsing; opening and closing parentheses don't match"
