Error 'Event Code: TSCLT-2086-F Message: The system cannot locate the object specified' When Attempting to Import Project XML in Primavera P6 Professional (Doc ID 2966916.1)

Symptoms

After P6 Professional upgrade to 23.6+ or 22.12.5+ when attempting to import a Project XML file the import fails with the following errors:

<PathToFile\FileName> is not a valid XML file

and

The Process did not complete successfully. See log file for details.

An EXCEPTION REPORT is also generated:
