Symptoms
Data granted balance is not getting sync'ed for all the accounts in production.
Order is getting processed successfully and Billing and Rating Manager (BRM) data grant is visible on BRM but not visible in custom application which reads the same grant data from Elastic Charging Engine (ECE) cache(BRM opcode).
It has been working previously and had issues for few customers , but now its not working for all new data add ons.
STEPS

The issue can be reproduced at will with the following steps:
1. Modify the /config/notify object such that it will not publish the data.
2. Purchase a deal or do a top-up on an account.
