Symptoms
ACTUAL BEHAVIOR
---------------
users are individually changing the date format from M/d/YY to dd-MMM-YYYY after login which is being reset back to M/d/YY after re-login
EXPECTED BEHAVIOR
-----------------------
Changes to Date format should not revert back to original value.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to RMS application
2. go to user's preferences.
3. Navigate to Tasks on the side bar
4. Click on Regional screen
5. Change Date Format from M/d/YY to dd-MMM-YYYY format.
6. Click save.
7. This format only stays for that user for that particular session.
8. After re-login the Date Format needs to be changed again.
9. Business wants to change this default to dd-MMM-YYYY so that users don't have to change it manually.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, System is already in PROD and 10+ Users need to change this configuration daily to see that date format.
