External web service call from OUTA

We're trying to call an external application web service to GET and POST data. Some of the options we are exploring are below:

1. Creating a customer component in OUTA
2. Creating a Custom Library

Please let us know if there are any other options or workaround that can be incorporated if we need to access external API via OUTA.

Currently, we are using 6.0.0.2.0
