When attempting to start a P6 EPPM managed server, the following error occurs in the managed server log.

This issue can occur for any of the P6 EPPM managed servers.

The store named "WLS_DIAGNOSTICS" has not yet been opened.

The issue can be reproduced at will with the following steps:
1. Login to the WebLogic Console.
2. Select 'Servers'.
3. Go to the 'Control' tab.
4. Select the server then choose to start.
