Symptoms
On RMB v4.0.0.0.0, Nothing available under Characteristic Type drop-down for a Person.
ACTUAL BEHAVIOR

Not able to add Characteristic type on Person.
EXPECTED BEHAVIOR
---------------------------------
User should be able to add Characteristic type on Person level.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Search or Add a Person
2. Access Characteristics tab
3. Try to select a Characteristics Type value under Characteristic Type drop-down
- It shows no option to select when Characteristic Type available for Person entity.
