When the Object Is Being Modified By Another User, Unexpected Message: 'サーバーにアクセスできないか、システム例外のため、変更を保存できません' Displays in Web Client for Japanese User

Symptoms
When the user tries to update the affected item of the Change which is also being updated by another user, unexpected error message shows up in the Web Client for the user whose preferred language is set to Japanese.
サーバーにアクセスできないか、システム例外のため、変更を保存できません ("Unable to save the changes because the server is not accessible or system exception" in English)
When performing the same operation with the user whose language is set to English, gets below warning:
Warning:
The object has been modified by another user. Saving your changes will overwrite previous changes. Select Continue to save your changes or select Cancel to cancel your changes.

Japanese message should be equivalent to the English message.
The issue can be reproduced at will with the following steps:
- Login to Web Client: http://{server_name}.{domain_name}/Agile/PLMServlet as user1, go to My Settings > Preference, and confirm the Language is set to Japanese
- Create Part 1, go to BOM tab, and add a BOM item Part 2
- From Part 1, do Action > Create New > Changes, and create a new Engineering Change Order (ECO): ECO1
- Set Workflow to ECO1, and Save
- Go to Affected Items tab, and select P1, and Redline BOM. For example, update Qty field fro 1 to 2. Do not click Save yet
- Launch another browser, and login to Web Client as user2. Go to My Settings > Preference, and confirm the Language is set to Japanese
- Search and open ECO1
- Go to Affected Items tab, and Redline BOM. For example, update Qty field fro 1 to 3, do not save yet
- Both users: user1 and user 2 to save the changes at the same time
- Either one will get below error in the Web Client window:
