CNE: While Changing Account From Monthly Bill Cycle to Quarterly Bill Cycle, The Immediate Bill Should Be Generated In The Next Month (Doc ID 2973585.1)

Symptoms

On Billing and Revenue Management (BRM) 12.0.0.4.0,

While updating the account from Monthly bill cycle (bill_when =1) to Quarterly bill cycle (bill_when =3),the expectation is that the next bill to be on immediate next month, however it's happening 3 months later.

For example:
For a monthly account June bill is done on 1st June, then in middle of June for example - 10th June, we are updating the bill cycle from monthly to quarterly, keeping BILL_ACTGCYCLES_LEFT as 1.
After this update next bill is happening on September 1st. Expectation is next bill to happen on July 1st itself.

Expectation behavior:
Expect Next Bill date to align with the next month.

Actual behavior:
The Next Bill date is set 3 months later.
