User Interface Not Working When OFSAA Services Are Down in TF (Doc ID 2974675.1)

Symptoms

User reported below issue while edq service are down.

 executed a nominal test of Transaction Filtering Payments during 30minutes, shutdown the OFSAA Services Component associated to Transaction Filtering and the results are:
• OK: The payments were running without any problems.
• Not OK : The user interface was affected because during the OFSAA services downtime the user could not access the UI. It is required to fix this issue.
