Symptoms
ACTUAL BEHAVIOR

Asset rate Number rounding issue for filed % Increase.
% Increase Field for Slab Formula rate in Rate Table does not allow for 4 decimal places.
For example, if the % increase for World mark is 30.3997%. When that is entered into the slab formula rate column it is rounded up to 30.40%.
EXPECTED BEHAVIOR

System should allow 4 decimal places for % Increase Field for Slab Formula rate column of Asset Billing Rate Definition-->Asset Billing Rate Details Tab.
STEPS

The issue can be reproduced at will with the following steps:
1.Go to the Asset Billing Rate screen.
2. Check the %increase filed with the 4 decimals.
3. Check in the View & edit screen.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot have the 4 decimal places % Increase Field for Slab Formula rate column of Asset Billing Rate Details Tab.
