Assign Activities Window Does Not Display Some Project Activities in Timesheets (Doc ID 2975818.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Users cannot assign activities because activities are not present in list from team member

EXPECTED BEHAVIOR
-----------------------
Users are able to assign activities themselves

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login Team Member
2. Go to Timesheets, click Actions-->Assign Activities, search Activity with ID xxx, no activity got shown in the list for project.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot assign activities.
