Non-Currency Adjustment Valid From Date is Stored Differently Than Input in Billing Care (Doc ID 2976175.1)

Symptoms

After performing non-currency resource (NCR) adjustments in Billing Care User Interface (BCUI), the date sent from BCUI for the "Valid From" field is different than what is stored in the Billing and Revenue Management (BRM) database, leading to incorrect date being displayed. 

EXPECTED BEHAVIOR

BRM database should store the same date as sent from Billing Care.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. BRM server time is set to TZ=PST8PDT. BC Browser time is MDT
3. In BC, go to the non-currency section (top-right), then do new adjustment Date/Time was taken from current local browser time 7/Jun/23 13:07:54
4. Check event in DB and the date/time is shown as PIN_FLD_VALID_FROM TSTAMP [0] (1686212205) Thu Jun 8 01:16:45 2023
