ACTUAL BEHAVIOR
---------------
OIPA triggering a Transaction twice upon clicking the green arrow in front of an Activity twice.
In OIPA when users are clicking the green arrow in front of any Activity, if the user clicks twice while processing the previous one, OIPA is triggering the same Activity.

EXPECTED BEHAVIOR
-----------------------
The system should not create a second Transaction event. Also the green Activity should be greyed out/disabled so that users must complete the event before moving on.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to any Activity Screen for a Policy.
2. Select a long running pending Transaction.
3. Click the Green arrow for Activity processing.
4. Click the green arrow again before completion of the previous one.
5. One Activity will be processed successfully however the second Activity will report the following message:
-----------------------
HTTP Status 500 - Internal Server Error
Error Message: com.adminserver.utl.exception.AsExceptionUtl: Error Saving Data Changes During Activity Processing.
