Primavera P6 Analytics Incorrectly Reports a Null Cost Variance When the Actual Cost Is Zero (Doc ID 2979655.1)

Symptoms

When the Activity Actual Cost is null the Cost Variance shows as null, but there is a value Cost Variance in P6.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a report in the Activity subject area with the following columns.
  "Primavera - Activity"."General - (Activity)"."Activity Id",
  "Primavera - Activity"."General - (Activity)"."Activity Name",
  "Primavera - Activity"."Earned Value - (Cost)"."Cost Variance (Cost)"
2. Notice the Cost Variance is correct for activities that have an Actual Cost but null for activities that do not have an Actual Cost. This does not match P6.
