Billing Behavior is Different in PS3 Vs PS6 (Doc ID 2979720.1)

Goal

There is billing failure while testing Patch Set (PS) 6 upgrade and found that it is due to missing deal object. But the same worked in PS3.
Although this is due to a missing deal object, just want to understand why is the behavior different?  Is there a flag/config/bus params which can make it behave like PS3 ?
